I created a non-root cell with single A-57 core using jailhouse on Jetson TX2
(kernel 4.4.38). When, the cli to create non-root cell is executed,
jailhouse_cmd_cell_create() gets called and control gets stuck in cpu_down()
and the cpu cores belonging to root cell and/or non-root cell gets
