If I am understanding you correctly, I am having the same problem with JAWS 7.1.5 and with 8 when using Outlook 2003. When using the up and down arrow to scroll through the messages in my inbox, JAWS only reads the info from one message and keeps repeating it as if your entire inbox is filled with many messages from this one person on this one topic. I think the problem is currently caused when new mail comes in while I am scrolling down through the messages. In the past it used to happen when I had scrolled down through the first screen worth of messages and then the remaining messages were causing the previous messages to scroll up.
To fix the problem I minimize all programs by doing a Windows key+m, and then ALT+TAB to get back to the Outlook inbox.
