Probably you were switching between the desktop version, which will have the
menus, and the metro app version, which might not as most of the metro apps
on the start screen are not as accessible.

I noticed in internet explore 11 the one that comes up like a search
engine that when you press the application key the context menu comes up
and their is something called inspect element in the list.
