Try converting the page to a PDF file. In Windows 10 you can do this with
"microsoft pdf printer" or something like that (sorry, I can't remember the
name) using the print option in your browser. Once that's done, you can try
using the JAWS OCR feature to recognise text within graphics.

I have been running into web pages that seem to have the text of articles in
a graphic format that I cannot get Jaws to read. I am using latest Jaws
2018 on a computer with latest Windows 10. Very frustrating. Any
suggestions?
