For epubs, possibility and its accessibility depends on the reader used.
Microsoft Edge allows to take notes on epubs in the same way as web pages,
but even if it is accessible, Edge is still very slow to use with JAWS.
Does anyone know if reviewing takenn notes on a PDF file with Adobe Reader

I make MS Word copies of e-books exactly for this reason.
