no, you can't disable the ribbon in outlook 2016, 2013, 2010, or, any other
Microsoft product,
however, you can use the jaws virtual ribbon feature,
open outlook,
insert+v=adjust jaws quick settings,
type ribbon into the edit field, now you can check the box virtual ribbon
feature,
now tab
Hi, I use the virtual ribbon in outlook and it makes a great difference. I'm
not totally sure what version of outlook I have but I have been using the
virtual ribbon since the ribbon menus came out.

Look at the training materials in the JAWS help menu for the so-called virtual
ribbon. I assume, but don't know for a fact, that it works with Outlook 2016.
This virtual ribbon is VFO's attempt to substitute a simpler form of menu
navigation.
