Running "all" certainly works in 3.2 - I've not tried HEAD in a while.
In fact, I've run "all" on a Mac and linux box together without
problems using JDK 1.4.1.

Have you tried a different browser/computer? (I had problems with
Mozilla 1.2 on Win2K but IE6 and Mozilla 1.3 did not have this issue.
Perhaps it is not a browser problem but worth trying anyway).

Should be fixed in cvs.
There may still be exceptions if you stop the hsqldb mbean while there are
still connections checked out to applications using them, but I don't think
this is realistic to try to fix at this point.
