I don't think you are missing anything.
Sourceforge have had problems with their anonymous CVS servers being
overloaded for a while now.
They have announced updates, and I too hope they will happen soon.

I tried (several times already) to do a CVS CO of nukes as described in your
docs. 98 out of a 100 trials I get to see nothing but:
cvs [update aborted]: end of file from server (consult above
messages if any)
with no above messages to consult. The rest of the time I usually get:
