I must be missing something. I did not have a setup.sql. I just searched
again and did not have that file.

The setup.sql should be alongside the setup.ddl. If it isnt there, then you
need to run the ddl build, so...
go to $PORTAL_HOME\core
then run build ddl.
This will create the files under: $PORTAL_HOME\core\output\resources\setup

I was using jboss-portal-2.0-alpha, which seemed to have some stuff missing. I
gave up and got the beta release and it loaded like a champ, and everything is
working great! Thank you to everyone for your responses.

I added a user via the portal screen (don't have an account yet create one) and
it works fine, however I can't log in using the admin account or I get the
error previously stated.

Sounds like you may have missed a step. Perhaps the docs didn't have this step
when you tried.
After you exec setup.ddl, you need to exec setup.sql. It will populate the
initial users and such in the DB.
