execution targets? It makes it harder to keep track of dependencies and
have them execute only once. What is the advantage?

Yes, I fixed it easily enough by changing them to...
property name=executemodules.header value=Executing '${target}' in
module '${module}'.../

This is very strange, perhaps the stuff I am
