I've had this before on a (non-sourceforge) CVS repository, the lock file in
the repository needs to deleted, I guess you have to be a sourceforge
administrator to do this?

Post a bug report to the sourceforge project using this link:
https://sourceforge.net/tracker/?func=addgroup_id=1atid=21
and state that a stale lock needs to be removed and give the full
cvs path that has the lock.

are. They should clear them in a day or two.
