These are xmbean dtds, which don't know anything about deployment via
*-service.xml files; they describe the structure of the xmbean xml
descriptor.
The xmbean.dtd is totally obsolete and should not be used IMO and the 3.2
copy of jboss_xmbean_1_0.dtd is almost certainly seriously out of date
