Summary: Deploys prefixed files last comparator

Initial Comment:
The attached comparator  deploys the non-numbered 
resources first using the rules of the DeploymentSorter 
and then deploys according to their numbered prefix.

This should be the default comparator, I have been 
saying it for about 4
month,
