I got the same problem. What i did to get around it is to restart jboss but i
know you don't want to do this everytime you redeploy.

I got it working under JBoss 2.1 and Tomcat 3.21.
You don't need struts.jar anywhere since the struts-excample.war has the
stuts.jar in it(WEB-INF/lib).
Just drop the war file under $TOMCAT_HOME/webapps
Restart JBoss
