i just ran into this with jdk1.5.0_14
but i am using JBoss Tools 2.0.0GA right now.
The only way to solve this, was to specify -vm
C:\Programme\Java\jdk1.5.0_14\bin when starting eclipse:-(
The problem is not very obvious because the popped up dialog box only says

The solution is to use an jdk when starting eclipse. Can the error messages
tweaked to something obvious? E.g. Char set not found,
ah...could you please report that in Jira ? We should either handle or provide
a more informative error message on how to resolve it (e.g. use a JDK when
doing development ;)

JRE(not JDK) 1.5
The charsets.jar file is not installed if the English version of JRE was
installed using the default JRE installation process.

Truezip use IBM437 encoding for entry file names and comments in JAR file

But IBM437 encoding is not installed in JVM by default.

huh - we've have tested truezip on about 10 different locales and 3-4 vm's and
never bumped into thiswhats so special with this setup ?
