Avoid updating Gerrit Checks to SCHEDULED status
Because of the Checks Issue 14993 [1], the checks in SCHEDULED status
are considered as running, which is incorrect and put changes
in a limbo state, where they are NOT running but won't even
be selected anymore for run.
It isn't possible to exit from this limbo state, because of
Checks Issue 14994 [2] that breaks the RE-RUN button.
Checks not running will be left as-is so that in case of any
problems with the execution of the pipeline they'll be retried
the next polling interval and they do not risk anymore to
end up in the limbo state.
