Jenkins security setup and plugin responsibility

Hi, is every plugin reponsible for it own choices of security setup? I mean, does the plugin developers decide who they implement set different security roles regarding what parts of their footprint on jobs they show for eg. logged-in users with read permissions overall? I'm asking because I'm
