Request to be made maintainer of Job Restrictions Plugin

Hi,

I would like to be given access to contribute to Job Restrictions Plugin,
https://wiki.jenkins.io/display/JENKINS/Job+Restrictions+Plugin.

Jenkins infrastructure account id: mjhumkhawala
I am new Jenkins developer, I have created a similar plugin which kills old
jobs, if the developer messes up and runs the sam job again, the previous
job would be killed to save resources. I would really like to start
contributing to the Jenkins community starting by this plugin.

Hi Milap,

Thanks for the interest! Any contributions there are much appreciated.

The plugin is up for adoption indeed, but the former maintainer (me) is
still around. My suggestion would be to start from creating some pull
requests so that we could do smooth onboarding. I will help with getting
these PRs merged and released. And then, once you are fully onboarded, we
can do the permission transfer.

What do you think?

I also have an update about having Jenkins as a featured project this year. 
I have reached to the Hactoberfest support, and their response is that 
there will be no featured projects this year. Instead of that, they will be 
randomly showing issues with the "hacktoberfest" label. It is quite a 
challenge for us, because many our issues are in JIRA instead of GitHub.

It would be great if maintainers of components with GitHub Issues create 
label their issues accordingly and reference 
https://jenkins.io/events/hacktoberfest/ in them. It will help us to 
generate us some traffic to other projects.
