How is this resolved? Whoever disables the Maven plugin still gets this behavior, and the only clue as to why you'd get a funny "oops" when viewing builds is the off-chance of googling and finding this report.

I'm glad to hear that there is still interest. Jacob Keller is actively developing and testing two pull requests to implement authentication for git submodules. The pull requests are git-client-plugin PR180 and git-plugin PR342. 
The git client plugin pull request makes a fundamental change to the authentication inside the plugin, so it is higher risk than most pull requests. It will need a deep beta test cycle. In the comments on the pull request you can usually find a link to a recent build of the pull request if you'd like to test with a pre-release of the plugin. 
The current git plugin pull request is struggling to place the user interface settings for credentials into the correct part of the git plugin user interface. Earlier the name of the job was set inside the closure, but then it was changed to be a param to the method, outside of the closure. 
The plugin homepage on github doesn't have this set correctly. Also many pages in the wiki are using the old format. 
It would be nice if the documentation could stay up to date with the code and tests, as done by the groovy project.

I believe that this is a class of dependency problems which Jenkins has decided not to solve, or at least not to solve yet. I assume a pull request with a proposed fix would be willingly evaluated. 
If a plugin dependency is disabled while the plugin which depends on it remains enabled, Jenkins does not behave well. For example, if the git client plugin is disabled but the git plugin is still enabled, then Jenkins fails to restart because the resulting misconfiguration creates the following stack trace on restart:

Looking at the code, the correct way to escape a dollar sign character, is by using two dollar sign characters. 
Using the following versions: Jenkins: 1.581 Environment Injector Plugin: 1.90 


My test:

Windows Command: @echo off echo %test1% echo %test2% echo %test3% echo %test4% echo %test5% echo %test6%

A major rework of the plugin manager is currently in progress. I'd expect that proper dependency enforcement would also be part of that.
