So, one should consider it the same bug. And who is to say that other users aren't regularly seeing this problem. All the same, please reference new issue JENKINS-59992. No, but _maybe_ if the problem is inbound HTTP requests hitting the servlet/Stapler layer while Jenkins is shutting down/restarting then blocking all HTTP traffic to Jenkins while the restart is happening might help (only really possible if you have some kind of reverse proxy in front of Jenkins or something, and I am not sure what kind of configuration would be needed). Edit: [~mcardenasblanco] thinking about it some more, I think you could also work around the issue by passing {{-Dhudson.model.UsageStatistics.disabled=true}} as a system property when starting Jenkins so that [this comparison|https://github.com/jenkinsci/jenkins/blob/1398df93a48bf275d396c4a4a5e3525e763d214a/core/src/main/java/jenkins/telemetry/impl/StaplerDispatches.java#L105] short circuits before it gets to the {{Jenkins.get()}} call.

Once that we use the new war file, the service is not able to start.
