There is no easy way to perform burst migration of builds on Jenkins startup without huge startup delays, but anyone can write a system Groovy script to do so. As I wrote above, Please note the specific builds that are upgraded. Since Jenkins does by default not load old build records from disk unless they're needed, it's possible you keep upgrading only a subset of builds. If my hypothesis is correct, once upgraded builds are not listed again. The upgrade form shows 1.653. Upgrading in this form removes the warning, but it eventually creeps back.
