The plugin does not seem to be actively developed/maintained, so you may have to take ownership of this plugin and fix the defect on your own. This is not related to any specific plugin, i'd confirm that we're unable to save the changes that we have made an entry in manage jenkins-->configure system page. The reason behind to select a configuration as a code plugin is not, the label component while submitting the issue was not allowed me to select a specific user concern rather it shows only the plugins list. I have attached the few screenshots that we have encountered while applying the save button in configure system jenkins page. Please provide information about which version of Jenkins and Jenkins Configuration as Code plugin you use.
