Use a template engine to generate Jenkins files, I suggest the StringTemplate <https://www.stringtemplate.org/> template engine. It's a purely declarative template. There are examples in the intro doc <https://github.com/antlr/stringtemplate4/blob/master/doc/introduction.md> that you can try in Groovy.
