In most basic form, I'm seeking a plug-in that would give me a one-button 
mechanism for opening a new Jira task to investigate (and track) failure of 
a Jenkins job, capturing info like job name, when started/stopped, and 
console output. I've seen lots of plug-ins for updating tickets based on 
test failures, but nothing for creating tickets for non-test malfunctions.

Note that I said "button"; this doesn't necessarily have to run 
automatically upon failure.

For extra points: Have it try to find an existing Jira task that appears to 
be the same failure mechanism and offer to mark the new task as a probable 
duplicate of that task. That's a rather complex bit of logic, and may be 
too specific to an individual Jenkins environment to be generalizable.
