I found it -- The applet no longer uses the compiled versions, so I had
commented out the generation of those. But I had forgotten that those are
used for the application as well. Fixed now.

The whole interface opens in English
In the pop-up Language menu, Spanish is ticked
When I re-select Spanish (or pick another language), the top menubar
and toolbar change to that, but the popup menu stays in English
14.0.10 app does the same
