JOSM-NG has a much cleaner design and is much faster, but it doesn't yet
have as much functionality as JOSM has, so people still use JOSM

JOSM does carry a lot of baggage.
I run josm under Xnest because I'm using stumpwm and exporting
AWT_TOOLKIT as suggested on the wiki doesn't work[1]:
Xnest :1 -ac -geometry 1400x1050
