I can't reliably reproduce it, but it does tend to occur after some
other dialog inside josm is opened and then closed back to josm (for
example the tag editor plugin). Not sure if this helps or not, but I

Just noticed that the mouse symbols are not visible any more, is this
intentional or a bug? I found these quite useful, especially when pressing
the modifier keys.
