So, I don't know how this issue could be fixed.

Implement preferences into Lambert and drop the autodetection. This is
anyway a necessary step.

Instead of auto-detection you can then implement a suggest projection
switch requester when user tries to initialy use cadastre-fr in an
outside region.

(The use-case is of course bug-fixing.)

You can use the Open URL feature or remote control plugin for this.

PS! The start page of JOSM mentions the Newbies mailing list. However,
I can't find it anywhere else on josm.openstreetmap.de. I could have
 fixed http://josm.openstreetmap.de/wiki/StartupPageSource myself, but
I thought I should ask in case the list actually exists...

What do you mean? This list exists.

http://lists.openstreetmap.org/pipermail/newbies/

You can't find it on JOSM pages, as it is no JOSM list.

Which actually raises - again - the point that there's currently no JOSM

I could do that but this will not help if MapView is always calling
the projection with east-north values that are outside the region.

You are right from the developers point of view. But if there is a user
who is just having some questions then he might hasitate of signing up
to a developers list.

At a user list advanced users who are no JOSM developers (like me) can
help without disturbing the developers. The developers do not even have
to sign up to the users list because the advanced users can surely
forward serious issues to the developers list or help other users filing
a bug at trac.

I think that especially with an increasing number of users this might be
a good thing for both the developers and the users.

Well, to make a bit more clear what I wrote above. I think the newbies
list and the language specific talk lists already cover that. Ævar
Arnfjörð Bjarmason seems to be active answering seldom JOSM questions in
newbies list. In talk-de lots of people answer. Most of the newbies
questions aren't software-specific, but most often they are OSM specific.
When we divide that we get OSM specific with josm point of view and
general osm specific which is not really helpful.

Probably a newbies-de is more needed than a josm-newbies.

Agreed, the JOSM community isn't so large that it has overgrown the
general OSM mailing lists, the general lists also have the advantage
that when someone asks an editing question they'll frequently get
answers detailing how to do things in multiple editors. JOSM isn't
/always/ the right tool for the job :)

+1 - A newbie often doesn't even know whether what he wants to ask is a
tagging question, a data model question, or an editor question.

As far as I know, there's no extra mailing list for Potlatch or
 Merkaartor users either.

You mean http://lists.openstreetmap.org/pipermail/merkaartor/ ?
And I hope that Richard isn't your benchmark when it comes to deal
with a community ;-)

BTW: talk-de is a high traffic list and I know that from the 10 regulars
here at the NFE meeting there are 8 that unsubscribed from talk-de
because they can't / don't want to cope with the amount of incoming traffic.

I agree with Dirk that if you wanted to alleviate this, creating a
German newbies list would do more for you than creating an
international JOSM users list.
