Looks like your bootstrap VMS can't pxe boot. Does all your machines are using virbrO if yes there could be another dhcp enable on that bridge. You might need to disable dhcp on that bridge. For virtual machines on virbr0 I am working on scripts to do that. Thanks and regards, Narinder Gu
