should have a series devel which represents the current daily in the
development release, what ever that is, and allow charms to target that.

At the moment the only way to use the charm on utopic is to use
oneiric, precise, quantal, raring, saucy, trusty, utopic, and vivid are all
valid series for charms. We don't' freeze releases so once a release of
Ubuntu exists a charm series will also exist.
