Wow, I totally didn't realize you needed one per region. Wish the support
guy had mentioned it when I said I was setting them up. What a pain in the
butt. What is with Amazon and not letting you do monitoring across
regions?

Actually, after some digging, it looks like billing alerts are only in a
single region. I can't see a way to set billing alerts anywhere except
US-East.

Sorry, what I mean is, the billing alerts are only settable in one region,
but I think they apply to the bill from all regions (you only get one bill)
At least I hope it works that way. I can test it out tomorrow and make an
alert in US east and see if something in US west triggers it.
