can you add this stuff to the bug tracker? except the copy/paste things 
- as I would agree with Larry here. Because usually one would not paste 
to the same layer?

1) Image Layer Manager: not sure where it comes from - we may change the 
behaviour as you proposed, i.e. disable the option)

2) refresh layers: I have not used it either. I think it was useful a 
while ago? However, we need to check its function (what probably
requires a database - which I don't have)
