Download the *.img file. Use rufus/win32diskimager to image the usb. Insert usb
into the chassis. >request system halt at now. unplug/reinsert power. Upon boot
process select "install junos" via console menu.

Verify that you have the downloaded the proper version of code. I've ran into
this before when I was using non domestic versions of code. I forget the
specifics, but some versions of code do not include SSH capabilities.
