New info: This does not happen with all apps, happens with IntelliJ, but not
with Zulip. Might be X11/XWayland issue

Indeed I am on Wayland, and at least by navigating the dbus environment it
doesn't seem to have any effect. Not sure if it counts odd/even how many times
I Alt+Shift+F12, but I don't think that's the case

I've noticed that the issue is a bit more granular in its behavior, e.g.:
between IntelliJ and Element, initially the clicks are going to Element in the
background, but after I activate IntelliJ, the focus is fixed
