This works for me as well on my machine (X11, non-HiDPI screen, simulated with
display scaled to 125%), both without the PLASMA_USE_QT_SCALING environment
variable set, and with it set to 1

Ah, I think you're right.
qmllint is in /usr/bin and symlinked to /usr/bin/qtchooser, which looks like it
has "/usr/lib/x86_64-linux-gnu/qt4/bin" set as QTTOOLDIR, so that's definitely

Spent some time digging into it, and this is what I came up with regarding this
bug:
The issue appears to happen whenever windows scaling of Plasma is set to
