I can confirm it still exists in 5.14.5 (Debian Buster). It looks like the
correct desktop number is saved into session/kwin* but it isn't taken into
account.
Part of the session file:
[Session]
active=-1
activities1=d6660dac-e7f6-4288-9eaf-add3ca8e2f67
activities2=
count=2
desktop=2
desktop1=4
desktop2=-1
[ … ]
Either way, kwin starts with desktop 1. If any other data is required to
resolve this annoying bug, I'll try to provide it.
