SUMMARY
In the Bluetooth system tray popup, the "Enable/Disable Bluetooth" checkbox (in
the header area of the popup) is not clickable when Bluetooth is disabled.

STEPS TO REPRODUCE
1. Open the Bluetooth System Tray Popup
2. Ensure that Bluetooth is disabled

OBSERVED RESULT
The "Enable Bluetooth" checkbox is grayed-out and not clickable (see
attachment).

EXPECTED RESULT
The checkbox is clickable and toggling the checkbox enables Bluetooth.
