SUMMARY
Flatpak runtimes count towards the number of things that need updated, but are
not displayed in the UI, and will not enable the update button. This leads to
the notifier displaying for instance "1 Update" but no updates displayed when
you open Discover, and no way to make this notification go away, aside from
going to the commandline and running `flatpak update`.
STEPS TO REPRODUCE
1. Have a flatpak runtime (e.g. GNOME Application Platform version 3.32) that
needs updated
OBSERVED RESULT
The update notifier says that an update is available. However, when opening
Discover and there is no way to apply this update.
EXPECTED RESULT
The update notifier says that an update is available; when opening Discover the
out of date runtimes are listed and are updateable with the update button.
