Obviously this would go against pretty much any recommendations regarding UI design, which say to provide feedback to user actions as soon as possible. Thus we would need to implement another form of on-screen notification, make sure it hides early enough again etc. (IMO not worth the effort, and not sure that's what you want). I believe you can already get what you want, pretty much: Just press the launch shortcut, and then press Enter (having configured the delay beforehand). You could even automate this, i.e. bind a script to your shortcut which launches Spectacle and then sends Enter (e.g. using xdotools), or script something via DBUS. If you don't want the GUI at all, bind "spectacle -d <delayMsec> -b" to your shortcut (more options with "spectacle --help").
