no. closed with 7.0.0 want mean that file have been review while 7.0.0 process.
as 6.4.0is already released it cannot be closed for this release.

I see that this report is closed as fixed in 7.0.0.
As I do not know how this project handles bug reports, does that mean that the

I'm running the version shown: 6.3.0
I got it from https://download.kde.org/stable/digikam/ (I see there is a newer
version now.) I no longer remember what problem I had with the version that I
got from Ubuntu, but

Which digiKam version do you use exactly? For your Ubuntu 18.04.3 LTS there is
no official digiKam-6.3.0 version. Do you use the AppImage?
