SUMMARY
For photos with a people tag but no face region assigned to that people tag,
the people tag is deleted when the photo contains the "people tag" name as
"unconfirmed".


STEPS TO REPRODUCE
1. Run the Face Detection and Face recognition on photos.
2. For unconfirmed images under a particular person, say "John Doe" add the
People Tag "John Doe" from the Tag Manager to an image in which the suggested
face region does not belong to "John Doe".
3. Click on the "Ignore" button on that image.

OBSERVED RESULT
- People Tag "John Doe" (with no region associated) is removed/deleted.

EXPECTED RESULT
- Existing People Tags should not be removed/deleted.
- Ignore should ignore the face region suggestion but leave the existing people
tag.

ADDITIONAL INFORMATION
- Data loss issue: This is quite problematic for users with previously tagged
images. For example, I have a lot of images with simply the People Tag
associated with and no face regions, say "People/John Doe". After running the
Face Detection and Recognition, on images which a face was "suggested" but
"unconfirmed" and did not belong to "John Doe" but had the people tag - the tag
got deleted.
