SUMMARY
Of course public hotspot is an open network. I mean no password is required.
But you have to authenticate on a secondary window. 
When you connect to public hotspot with Android or gnome(for example) it opens
the secondary window for authentication. Generally is a facebook or twitter
page you have to visit before to get acess to the internet. 
The problem is that Plasma doesn't open this authentication window. It's a kind
confused to gain access to the internet using plasma on public hotspot.

STEPS TO REPRODUCE
1. Connect to a public hotspot that you have to authenticate on a secondary
window.
2.

OBSERVED RESULT
The secondary window doesn't show up and you can't connect to the internet
easily.

EXPECTED RESULT
The secondary window have to opens to authenticate as it happens on Android,
Gnome, Windows etc...
