The banner could perhaps be moved to the Issues list, rather than the New Issue
page. If you think that would be an improvement, you can request it via a

Thank you, after creating a KDE identity and login, it worked as advertised.

I guess, this works well from the developer's point of view.

However, following your link, I cannot see any visible banner. Will attach a
screenshot.
