I downloaded that file and saved it in /usr/share/kde4/apps/katepart/syntax, but I got an error message when trying to open a CSS file. If anyone else is still using an old version of Kate, go to Settings > Configure Kate > Open/Save > Modes & File Types and click on "Download Highlighting Files".
