If we did this, people would probably hate it to have the toolbar buttons
switching around all the time, I think. Microsoft tried this with the menu
items in MS Word and predictably, people hated it.
The only way that dynamic UIs can work is if the dynamic area is itself well
delineated and separated from everything else. You don't want the things that
are typically fixed to suddenly be non-fixed. It freaks people out.
