If an Android device thinks it's paired[1] it should reply to an incoming pair
request with a matching packet, eg:

    { "id": 0, "type": "kdeconnect.pair", "body": { "pair": true } }

I've read through the code for this, so I'm not sure why it doesn't work, but
an Android device that thinks it is paired will not respond to a pair request
from a device that thinks it's unpaired.
