In Menu->Settings->Keyboard Shortcuts, under the Menu list, the Settings menu
is not in the list, meaning that you can't give a keyboard shortcut to for
example opening the Preferences dialogbox.
Reproducible: Always
Steps to Reproduce:
1. Open Preferences
2. Select Keyboard shortcuts
3. Find "Menu" sub menu
Actual Results:
Settings menu and Windows menu is missing from "Menu" submenu
Expected Results:
Settings and windows menu item should exist
