It seems to me that the CTRL tool does not behave as intended with the circle
tool.
I would expect that CTRL would centre the circle on the position of the click
that create the circle, but it does not do that.
Plus, it seems that I cannot snapp the circle's centre to a grid/guide.
Reproducible: Always
Steps to Reproduce:
1. use the circle tool by cliking on the canvas
2. press CTRL after having dragged the mouse away from the first click position
3. try also to snap the centre of the circle to a guide/grid.
