I have resolved this by rolling back my Intel HD Graphics 530 driver to
V20.19.15.4474.
Now all is back to normal. Cheers for your help!

I grabbed the zip for 3.1.0 and ran that, but still have the same issue.
I am the only user on this laptop so cant try another user.
Bit of a strange problem. Unfortunately it makes Krita pretty much unusable
for me with

Hm... Could you try with a different user? You can also just download the
portable zip packages from download.kde.org: you can just unpack and run in
place, no need to uninstall/reinstall.

My display scaling is set to 'Maintain Display Scaling'.
I tried resetting Krita but still had the same issue.
I am thinking I may try uninstalling and trying a previous version.
