If anyone has this problem I found the solution.
I disabled(unchecked) "Windows Ink" in the XP-PEN PenTablet Driver Software and
it fixed this Relative Zoom Mode problem.

What I just found strange was the fact that in the laggy zoom video where I
used the stylus pen, the magnifying-glass-cursor-icon didn't seem to move
except when I lifted my pen, but in actuality, the cursor was moving around
